Introduction

Among the service provided by e-Government Program - Yesser  to Government Agencies in the area of e-Transformation are that the advisory services provided by Yesser Consulting Group (YCG). YCG  vision has been established by Yesser Program as the best partner to Government Agencies in the area of providing e-Transformation advisory services. It aims to create tangible transformation supported by an integrated values of partnership, integrity and innovation.

Objective

Yesser Consulting Group aims to achieve higher levels of institutional framework maturity for e-Government to serve the e-Transformation with Government Agencies in the Kingdom of Saudi Arabia. As a result, Government Agencies begin work towards achieving the following objectives:

  • Ensure Alignment of Government Agency business and IT strategies and the Agency strategy from one side, and the National e-Government Transformation strategy from the other side.
  • Developing information sharing at the level of Government Agency and ensure better utilization of available resources and skills.
  • Managing increasingly complicated information systems and achieve better success level for IT projects.
  • Providing advisory services to Government Agencies that support their strategic objectives and enhance performance of provided services to beneficiaries at minimum cost and high quality.
  • Improving outcomes through clear direction, alignment of various initiatives and eliminating repetition.
  • Optimum utilization of human and technology resources.

Offered Services


Preliminary study on e- Transformation:
  • Studying As-Is Baseline of the Government Agency from different perspectives including business & business process, Software Applications, Data, Technology) in general.
  • Documenting results and submitting recommendations in order to identify the right direction that would be adopted by the Agency for e- Transformation.

Developing an e-Transformation plan using enterprise architecture framework:
  • Analyzing and documenting As-Is baseline  of Business, Software Applications, Data and Technology at the Government Agency
  • Developing the Target Architecture for Business, Software Applications, Data and Technology  and analyzing gaps between  the Target Architecture and As-Is Baseline
  • Developing a roadmap that includes identification of projects and initiatives that should be implemented to fill the gaps in order to reach the target architecture
  • Developing Request of Proposals (RFPs) documents for the priority services and projects.

Developing e-Transformation plan for a specific sector of services at the Government agency using enterprise architecture framework:

  • Analyzing and documenting As-Is baseline  of Business, Software Applications, Data and Technology for the specified sector at the Government Agency.
  • Developing the Target Architecture for Business, Software Applications, Data and Technology  and analyzing gaps between  the Target Architecture and As-Is Baseline for the specified sector.

  • Developing the Target Architecture for Business, Software Applications, Data and Technology  and analyzing gaps between  the Target Architecture and As-Is Baseline for the priority group of services

Developing Request of Proposals (RFPs) documents for the priority group of services 

Developing RFPs of e-Government transformation projects:
  • Preparing basic requirements, spec’s and Bill of Quantity.
  • Preparing RFPs and mechanism of bid evaluation.

Review RFPs of e-Government transformation:

  • Review RFP on technical and organizational aspects basis.
  • Providing report of recommendations and suggested improvements for the RFP

Evaluating e-Transformation RFPs Responses:

  • Supporting government agencies through developing mechanism of awarding.
  • Supporting government agencies regarding in identification of evaluation criteria and participating in evaluation of bidders technical proposals.

Preparing the estimated cost for the e-transformation projects:

  • Preparing the estimated budget for e-Government services Providing the necessary support regarding the financial proposals of the RFPs.

Review and supporting e- transformation plans using enterprise architecture framework:

  • Supporting the government agency in managing the project.
  • Review deliverables of analysis and documentation of As-Is baseline architecture for business, data, applications and technology.
  • Review deliverables of the targeted architecture for business, data, applications and technology.
  • Review deliverables of gaps analysis between As-Is and target architecture.
  • Review roadmap deliverables that contain description of projects and initiatives for filling the gaps in order to meet target architecture.

Evaluating portals and e-Government services:

  • Report on the evaluation results of the e-Government portal based on approved international standards and best practices.
  • Report on the results of evaluation of the government e-service based on approved international standards and best practices.

Auditing of e-Government projects and management:

  • Report on the results of auditing the project and its management based on approved international standards and best practices.

Establishing of government projects management offices:

  • Identifying essential requirements and specifications for establishing project management office.
  • Preparing RFP, specifications and bid evaluation mechanism for establishing project management office.

Conducting awareness for government project management offices:

  • Conducting an awareness workshop on government projects management offices.

Seconding experts to Government Agencies:

  • Seconding one or more expert to one or more government agency(s) for an agreed period in order to increase the number of qualified resources at the government agencies so as to deliver e-services that meet international standards and methodologies and the best practices.
