1) Serving People Better (G2C)

This award recognizes those government entities that have used ICT to provide and improve government services, transactions and interactions with citizens and residents.

Prequalification:

  • Provided by a government/semi-government agency.
  • One entry per agency - bundled services or single service.

General Evaluation criteria:

  • Benefits of the eService to its consumers (citizen & residents)
  • Number of service delivery channels (web, mobile, IVR, kiosks, etc.).
  • Consumer support channels for the eService (online, call center, chat, etc.).
  • Service maturity level (informational, interactive, transactional or integrated).
  • Improvements to business processes as result of eService.
  • Using consumer feedback & suggestions for eService improvement.

 

2) Working Across Agencies (G2G) 

This award will be given to those government agencies that distinguish themselves in using ICT to provide eServices to other government agencies.

Prequalification:

  • Provided by a government/semi-government agency.
  • One entry per agency - bundled services or single service.

General Evaluation criteria:

  • Benefits of the eService to its consumers (citizen & residents)
  • Number of service delivery channels (web, mobile, IVR, kiosks, etc.).
  • Consumer support channels for the eService (online, call center, chat, etc.).
  • Service maturity level (informational, interactive, transactional or integrated).
  • Improvements to business processes as result of eService.
  • Using consumer feedback & suggestions for eService improvement.

 

3) Promoting Economy (G2B)

This award recognizes those government entities that use ICT for improved services, transactions and interactions between government and the private sector.

Prequalification:

  • Provided by National government/semi-government agency.
  • One entry per agency - bundled services or single service.

 General Evaluation criteria:

  • Benefits of the eService to its consumers (businesses & foreign investors).
  • Number of service delivery channels (web, mobile, IVR, kiosks, etc.).
  • Consumer support channels for the eService (online, call center, chat, etc.).
  • Service maturity level (informational, interactive, transactional or integrated).
  • Improvements to business processes as a result of the eService.
  • Using consumer feedback & suggestions for eService improvement.
  • Contribution of the service to the growth of National economy.
  • Major changes that have taken place in the business sector since the start of the provision of services electronically.

 

4) Community eParticipation

This award recognizes those government entities that consider and use suggestions and recommendations by the consumers (public, private or government) through ICT tools to improve their services and/or consider it during the development of policies and regulations.

Prequalification:

  • Provided by National government/semi-government agency.

General Evaluation criteria:

  • Number of engagement channels available (emails, blogs, forums, polls, survey, social media, mobile, IVR, etc.).
  • Examples and number of actions taken based upon input from consumers.
  • Policies and procedures in place to act on consumers suggestions.
  • Proactively seek input. 

 

5) Services through Smart Devices

This award recognizes government entities providing access to government information or services through smart devices or mobile apps.

Prequalification:

  • Provided by a government/semi-government agency. 
  • Existence of mobile portal or application.

General Evaluation criteria:

  • Quality of content and comprehensiveness. 
  • Number of services.
  • Number of supported platforms.
  • Growth of utilization.
  • Service level (informational or transactional 
 

 

6) eParticipation

This award is open to the public for contributing creative and innovative ideas which may improve the quality of government e-services. 

Prequalification:

  • Submittal by a citizen or resident.
  • Idea/concept serves and contributes to the improvement of eGovernment initiatives.

 

General Evaluation criteria:

  • What problems or challenges the idea helps to solve.
  • The impact of the idea.
  • The level of novelty and creativity of the idea.
  • Plan for implementing the idea.

 

7) eLeadership

This award will be given to government agencies who achieved the top three positions in the “eTransformation Measurement”, which is implemented by Yesser each year according to the Council of Ministers Resolution No. (40), dated (27/2/1427 H). Note that the “eTransformation Measurement” focuses on the efforts government agencies are making in advancing e-Government in terms of: Planning for transformation to online services, establishing procedures, methods, human resources development and the management of change necessary to provide electronic government services.

Prequalification:

  • Winners will be selected according to eTransformation Measurement conducted by Yesser.
